My Medic Caesar had a similar issue.  CS is taking care of it as we speak

i dont know many, if any, companies outside of movie studios that are that upfront and forward about their production, factories, and locations.  frankly you'll probably never know and its not something 3A will share unless you talk to someone from the offices in person.  

its common knowledge that up until a few years ago there was only one factory that does everything.  they've since gotten a second factory up and running to combat the delays.  

the offices are just that, offices.  if you've seen pictures from the venture shows, that is the office.  kim, benny, CS, the engineers all work in the same room.  there's a show room/gallery area and painting room for lok.  the hatcheries are somewhere in china proper so in order for them to get the parts they have  to send a request to one of the factories, if there is one in stock they'll mail it to the offices and it gets sent from there.  which is why the process can take a while.  

VOX Q & A will be taking questions via email.
Appropriate questions chosen will be submitted to the ThreeA Artists and Staff.  Please limit it to 2 Questions per submission.  
Questions about shipping, product status, or upcoming releases ("when will we see X?") do not qualify for VOX.

Only a handful of questions will be chosen for each issue of VOX.

as long as you're at bambaland around the time of the preorder you should be able to get what you want.

having 3AA membership has an advantage as you'll have 24hours to buy the main release/3AA exclusive unless otherwise noted.

surprise releases are put up randomly and its first come first serve for those items regardless of 3AA membership or otherwise.
